Local Law 97 — Carbon Emissions

Buildings over 25,000 sq ft must comply with strict carbon emission limits. Non-compliance carries a penalty of $268 per ton of CO² over the limit per year—which can easily exceed $50,000–$200,000 annually for a mid-size building.

What you need to do: Calculate your building’s emissions baseline, identify retrofit opportunities, and file your annual report with DOB by May 1.

DEADLINE: JUNE 30, 2026

Local Law 152 — Gas Piping Inspections

Buildings must have gas piping systems inspected by a licensed master plumber every 4 years. Failure to file inspection results with DOB carries a penalty of $10,000+ per violation.

What you need to do: Confirm your building’s inspection cycle, schedule a licensed master plumber, and file results with DOB by your deadline.

ONGOING — CYCLE 10

FISP — Façade Inspection Safety Program

Buildings over 6 stories must have their façade inspected every 5 years by a Qualified Exterior Wall Inspector (QEWI). Cycle 10 deadlines are staggered by block and lot number. Penalties for non-compliance start at $1,000/month and escalate.

What you need to do: Confirm your Cycle 10 deadline based on your block/lot, schedule a QEWI inspection, and file with DOB.

DEADLINE: OCT 1, 2026

Energy Benchmarking — Local Law 84/133

Buildings over 25,000 sq ft must annually benchmark energy & water use in Energy Star Portfolio Manager. Non-compliance results in a $500–$2,000 civil penalty and public disclosure of poor energy performance (damaging to building value).

What you need to do: Collect utility data, submit to Energy Star Portfolio Manager, and file with DOB by October 1.
